Education Code Of Practice
The Education (Pastoral Care of Tertiary and International Learners) Code of Practice is a framework designed to ensure the well-being of tertiary and international students in New Zealand. It sets out guidelines and standards that education organisations must follow to support both domestic and international learners.
2026 Code Self-Review Summary
The Port and Crane Academy of New Zealand (PCANZ) is committed to providing a safe, inclusive and supportive learning environment for all learners. As part of our 2026 organisational self-review, PCANZ reviewed its performance against the Education (Pastoral Care of Tertiary and International Learners) Code of Practice 2021 (the Code), including the effectiveness of our learner wellbeing, safety, support and engagement practices.
PCANZ delivers work-based education and training to learners who are employed within the port and crane industries. Learners undertake training and assessment primarily within their workplaces, supported by PCANZ Learning & Assessment Partners, workplace trainers and assessors, employers and PCANZ staff.
What our 2026 review found
Our self-review found that PCANZ has appropriate systems and practices in place to support learner wellbeing and safety. Learner feedback indicated that learners generally feel safe and respected in their learning environment, understand who they can approach for support and know how to raise concerns or problems. PCANZ collects information about learner support needs at enrolment and uses the Literacy and Numeracy for Adults Assessment Tool (LNAAT) to help identify learners who may require additional learning support. Workplace trainers and employers also play an important role in identifying and responding to learner needs within PCANZ's work-based learning model. No significant learner wellbeing or safety concerns were identified through the 2026 self-review.
The review also identified opportunities for continued improvement, including strengthening the way PCANZ collects, analyses and responds to learner voice and continuing to develop culturally responsive practice and support for Māori and Pasifika learners. These areas have been incorporated into PCANZ's ongoing quality improvement activities.
Complaints and critical incidents

Critical incidents involving PCANZ learners: 0
No trends or systemic issues relating to learner complaints or critical incidents were identified during the review period. PCANZ continues to maintain processes for learners to raise concerns or complaints and for wellbeing, safety and critical incidents to be identified, recorded, responded to and reviewed.
Our ongoing commitment
PCANZ will continue to monitor learner wellbeing and safety through learner feedback, employer and workplace engagement, learner support monitoring, quality assurance activities and annual organisational self-review. Findings from self-review are used to inform PCANZ's Quality Improvement Plan and ongoing development of our learning and support practices.
